The Municipal Vulnerability Preparedness (MVP) grant program created in 2017 as part of Executive Order 569 provides support for communities in Massachusetts to identify climate hazards, assess vulnerabilities, and develop action plans to improve resilience to climate change.

New Environment & Climate One Stop (ECO One Stop) for MVP Action Grants – FY27 Expressions of Interest (EOI) Now Open!

We are excited to announce the launch of our new Environment & Climate One Stop (ECO One Stop). This year, the application for the MVP Action Grant will be a part of the ECO One Stop, a new initiative created to simplify the grant application process for climate and environmental resilience projects in Massachusetts. By consolidating multiple grant applications into one streamlined process, the ECO One Stop allows applicants to apply to multiple grants through a single application.

A key component of this new process is the optional, but highly recommended, Expression of Interest (EOI) period. Submitting an EOI allows applicants to provide a summary of their project idea and receive early feedback from relevant grant program staff before the formal application period begins in early 2026.

MVP 2025 Fall Field Trip Series with Mass ECAN

Join us for a series of field trips showcasing wildlife and amazing climate adaptation work! This series is organized by Mass ECAN, the MVP Program, the Division of Ecological Restoration (DER), and local project partners.

  • Field Trip #1: Partnering with Beavers, Northampton, MA - October 15th (rain date October 16th), 10am-12pm. Join us at the former Pine Grove Golf Course in Northampton to see the re-wilding and partnering with beavers happening on site. We'll learn how beavers play a role in increasing resilience to flooding in river ecosystems and about related work at a neighboring golf course. We'll hear from local partners from the City of Northampton, Mass Audubon, The Trustees, and Fuss & O'Neill. Afterwards, we'll gather for an optional picnic and networking lunch.You must register to attend.

  • Field Trip #2: Fisheries, Belchertown, MA - October 15th (rain date October 16th), 2pm-4pm. Join us to explore fisheries in Belchertown with MassWildlife! On this trip, we will observe electrofishing, watch tag implantation, and learn about the systems used to track fish movements and population dynamics. We'll hear about challenges for coldwater stream and fish, such as brook trout, in a changing climate. Those with waders are welcome to get a closer look in the Swift River. You must register to attend.

MVP 2.0 (Update to original MVP Planning Grant)

MVP 2.0 continues to support Massachusetts communities in increasing resilience to climate change by building off of and filling gaps from the original MVP Planning Grant (1.0) process. In particular, MVP 2.0 focuses on addressing root causes of social vulnerability and moving from planning to implementation. MVP 2.0 allows communities to revisit resilience priorities defined during their original planning process with the involvement of the wider community, and includes new training and guidance on strategies for building climate resilience, equity, and climate justice. This grant will help municipalities and communities convene a Core Team to co-develop and implement a project that builds community resilience, with guaranteed funding for implementation.

MVP Action Grant

The MVP Action Grant program is currently open to communities who have completed the original MVP Planning Grant (1.0) process (& applied to MVP Planning 2.0 if original process was completed in 2018 or earlier), along with federally-recognized and state-acknowledged Tribes and political subdivisions. The Action Grant program invests in local priorities that build climate resilience. Projects can range from a vulnerability assessment of a specific sector to an outreach and engagement campaign to constructing green infrastructure. We are looking for proactive adaptation projects that utilize best available climate change data and projections, that are rooted in natural systems as much as possible, and that center environmental justice and equity.

MVP Original Planning Grant (1.0)

The original MVP Planning Grant offers funding to municipalities that wish to assess their vulnerability to and prepare for climate change impacts, build community resilience, and receive designation as an MVP Community. The Planning Grant process uses the Community Resilience Building framework to plan for the future. Currently, 99% of MA cities and towns have completed or are currently undertaking this process. MVP 2.0 is the update to this process.
